I was a former tenant of River Oaks during the year of 2006 in a 2 bedroom apartment with my roommate. We parted ways in 2007 and I moved into a 1 bedroom and I, like so many others on here, noticed the DRAMATIC decline in services contrasting to the hike in prices.
Fortunately though, my lease ran up and I could remove myself from their grip, but not until after getting ridiculous fines for trash left outside of my door at 11:30pm that was taken to the dumpster at 6:30am the next day. (I came home from work to find a note saying I had a fine, even though the bag was no longer there by the time maintenance even delivered the note. I spoke to Mark regarding this and was told there were "multiple complaints"... Made in the middle of the night... Right... And when asked why I didn't receive a warning as this was my first offense and in all other respects my tenancy was in good standing, was basically told because he 'did not have to give me a warning.') This is something RIVER OAKS never would have done, but a common attitude amongst the AVALON OAKS staff. I thought I was powerless and paid the fine.
I had friends in a neighboring apartment who told me that they went to throw trash in their dumpster but it was so full that they HAD to set the trash beside the dumpster. At which point, within a few days they received a $50 fine and when asked how AO could prove it was their trash, they were told because it was broken open and dug through until they found names on mail. So at least we know what the maintenance crew are being busied with by the office staff.
Anyways, I've strayed, I created a report to say that I think as a current resident your best bet at this point would be to start contacting some kind of authority; just because you cannot get in touch with any of the un-professionals running the place does not mean you are powerless. When dealing with these sort of shoddy business practices in off-campus housing in college, I had a roommate who called the local news to get a problem taken care of because our landlord at the time refused to return our calls about it.
I chalked getting my security deposit back to just not being worth the man-hours or stress that I would invest in dealing with having it returned.
It's unfortunate that AVALON OAKS took over this property, as it was a lovely place to live and a good deal when RIVER OAKS ran it. Good luck to you current tenants and buyer beware to any potential takers!
