Company took 200.00 from my checking account and promised to see a credit card of 2,000 limit to help repair my credit with 6.9 annual interest rate

I would like a refund of 200.00. USA Financial lied to me and I have not received any credit card to help repair my credit. I have been told serveral times that package was sent out and something must be wrong with postal service. I was told again that a second card was sent out. All lies not card but yest my money was taken this is not right and unfair. Please help
