Ripoff and did not get my refund back that I was promised

I was promised and "unsecured" master card with a limit of between $2,500-$4,000. I paid $269.95 on or around March 4th and they informed me that my packet with the credit card would be in the mail. I got the package and it was a credit repair kit. They never gave me a call back number so i had to get it from my bank.

I called and they told me that the rep that called me should not have told me that i was getting a credit card. They told me to mail in the package with "proof of mailing" and that i would get my refund in 30-60 days! It has been almost 6 weeks, no refund! I want my money back and this company shut down
