Ramada Plaza ResortRamada Plaza Resorts, Orlando / FT. Lauderdale Vacations They offered me a package and charged me then they asked for more money without mentioning at the beginning

This company offered me a cruise vacation package on February. I told them on the phone I am not willing to use the cruise package they have, then they offered me a ground package for $498 in total (plus one dollar for some charity purpose). They did not mention any more charges by that time. I ask them three times and that lady said this is whole amount.

So I wait till I received the package few weeks later. I saw additional charge of 398 on that, I called them and I explained them about additional charge and I am not using the cruise package they said that's OK and this number is ONLY for those who want to use the package.
So I did not ask more until last August that I was thinking to make my trip by that time. I called them and they asked me for additional charge of same amount $398!!!

I did not expect that. Although my wife did not feel good that time and I had to cancel the plan, I called to them again night time on Friday Aug, 3 to find out what was going on? After a long time waiting on the phone and transferring several times they assured me of not having problem and everything is OK and I do not need to pay a dime more like what they said the first time.

Then few days ago I planned to make a reservation for next December. I called them and they said again I need to pay that $398. I was so upset and asked for the lady I talked to on august and they refused that.
I called them on several times on Friday and Saturday, November 2-3 and after transferring several time they did not accept that they have not told me from beginning there is an additional charge.in fact they insisit that I should look at the booklet and when I told about what happened, they offered me one additional night plus changing the car sieze from subcompact to a size larger.

I refused and I asked for the whole deal or nothing since they promised me first time. And since it is passed long time after the deal obviously they will not return my money back. I asked for looking at the tape of persons who talked to me and they told me they do not have access to those tape.

I do not know what should I do that I did not? I am thinking to make a complaint against this company as soon as possible. And I am asking if you know how to make complaint against this company to Government, let me know please.
