They sent settlement offer I lost my cell phone when I moved from Boston Someone used my cell phone and they request me to pay

I lost my cell phone when I moved from Boston, 2yrs and 10 months before.
I told cingla that it should be disconnected.
Afni sent me settlement offer complaining that I am obligated to pay half of the amount to settled ($216.10) using my credit card. They request to use my ss # to pay.
I checked the Afni compand and other people are also getting these strange settlement offer.
So decided to sent a Ripoff report.
