Dear Rep. Maxine Waters

After twenty years of federal law enforcement that includes looking down the barrels of 3 guns and arresting every type of criminal known in the annals of crime, I must say the injustice here is about as evil as it gets. How can professional EMT personnel allow innocent young Black American Students die on our nations highway for lack of blood due to their race?

According to John Jop, this frightening proposition was a very real and frequent occurrence in Hampton, Virginia. As a qualified Medic and firefighter, Jop claims to have witnessed innumerable incidents of this prejudice and harmful mistreatment during emergency calls in a town where the population's makeup was largely composed of minorities. Recognizing the utter injustice of these actions, Jop chose to fight it, only to find himself personally attacked and maligned because of his unwillingness to obey the "code of silence."

John Jop is an eye witness to incidents of murder, felony theft, and racial intimidation by his local police and fire departments. This nation will answer to our mighty GOD for her ethnic abominations by her officials in high places. I have seen the innocent falsely accused, the guilty set free and promoted and the righteous forsaken but, we know that truth pressed down will forever rise to surface.

Remember, we not only war against those who are chief prosecutors of righteousness but every citizen who sit idly by and watch slavery, human breeding, oppression, racism, sexism, genocide, death and destruction and refuse to get involved because they are not the victims or are afraid of the backlash.

We need to take this issue of ethnic cleansing in the Hampton Fire Department to our great leaders and see what emergency plan of action we can take. These tyrants of homicide must be bought to justice and the aggrieved families notified and this situation made known to all America.

John Jop is a former Hampton, Virginia Medic/Firefighter. Jop spent 8 years on the department from Sep 1988, to Jan 1996. When he accepted this job he had no idea how sacred and strong the "code of silence, " was. When he heard of the "code of silence, " at most he thought he would be covering for honest mistakes that could have damaged or ended a career. Never could he have believed he would be held to lie on official documents to protect co-workers when they let patients die on purpose by withholding and delaying care, and some would even steal money and valuables off of dead bodies.

Presently he is an eywittness to manslaughter and severe violations of the law by both firefighters and uniformed police officers. He was obligted by the "code of silence" to file false documents to protect co-workers that participated in these activities. His refusal to file false reports was his eventual downfall and the loss of his career. He was charged by supervisors and co-workers with filing false reports on their illegal activities, and for four straight years exonerated on these bogus charges. His fall from honor came when fire chief Cade and police chief Minnetti conspired to have him terminated along with his co-workers. The charges were proven to be phony and the termination has been proven to be wrongful.

He is now employed as a medic with the city of Charlotte, North Carolina. Jop is one of the many Hampton employees who is screaming unfair treatment from the city of Hampton. According to the firefighter, his problem started in 1992 and has persisted until he was terminated in Jan 1996.

Jop, who is married to a minority, said he reported to his superiors because there were several instances where he believes Blacks in his service area received less than quality care. He stated the number of fire and medical emergency personnel who are sent on calls in the black neighborhood differs from the number of team members sent into a highly concentration area of whites, such as the Fox Hill section.

Jop claims his co-workers began to tease him about his minority wife. He said they told him that before it was over they would have him dating white woman. Prior to this incident, he stated he reported the racist attitudes of his fellow co-workers and the way they talked to black patients.

Jop said the department slang used to identify black patients who called 911 was "SN'" (sick negro syndrome). A term used to warn other incoming firefighters that the call was made by a balck person. Fire Chief Cade admitted that he had heard the term used in the fire station.

Infant Isiah Brown Jr., formerly of Freeman Drive, died January 31,1992 as the reult of injuries sustained by burns. Former Firefighter Jop was on the scene where baby Brown was burned. "When we arrived on the scene, we observed an infant burnt over 85% of his body." Jop stated. The child had second and third degree burns and needed to be flown to the Norfolk, Virginia burn center immediately. The childs skin was burnt off the body in places exposing bone and organs. Jop radioed for nightingale helicopter which is standard protocol. Supervisor Robert Curtin knowing the neighborhood and not on the scene ordered Jop to transport to Hampton General Hospital. Transporting these types of burns to Hampton General is against policy and protocols. Without a choice, Jop transported to Hampton General, and again requested nightingale helicopter.

The doctor at Hampton General Hospital ordered the child be transported to the burn center in Norfolk, Virginia. Jop requested that the child be stabilized by the doctors at Hampton General and then flown to Norfolk General, the burn center some 40 minutes away. The Doctor ordered Jop to transport the child via the ambulance and stated, "he was not wasting tax payer dollars on a child, " and that our services were free. No treatment was administered and we ordered to transport the child which was aginst policy and protocol. The child died from the negligence and denial of care and Jop was counseled by his supervisors Lt. Fromal and Lt. Curtin about the unwritten policy of not transporting via nightingale helicopter.

In the recent past, Medic/Firefighter Jop has been ordered by these same superiors to let black patients die deliberately on emergency 911 calls, by delaying or with holding care. To this point, Medic/Firefighter Jop has refused these orders and has been orally counseled on the consequences of not following these orders.

It's now 2 am in the morning on a Saturday and Medic/Firefighter Jop and his partner Joe Stevens receive a call on Rip Rap Road for a seizure patient. When Medic/Firefighter Joe Stevens hears the address he states, " that's a damn house, " " That is not having a seizure, do you understand me." Medic/Firefighter Stevens is driving the ambulance and displays his anger with the speed and sharp turns the ambulance take. On scene, Medic/Firefighter Stevens is very charming to the patients family members as he talks them out of transporting as the patient is observed supine on a bed actively seizing. As the patient goes into a post dictal state, Medic/Firefighter Jop attempts a primary survey. Medic/Firefighter Stevens can be heard in the back ground giving a number of excuses to family members for not transporting to the hospital to include, the hospital is packed, the patient would be better off at home, and finally all he needs is his medication once he comes around.

Meanwhile, a car breaks down inside the Hampton Roads Bridge Tunnel, blocking the entire left lane. The tunnel workers observe this through video cameras and turn on flashing red lights, warning oncoming traffic. A wrecker from the Virginia Department of Transportation is soon on the scene to assist. A white female is the operator and is soon hooking the disabled vehicle to the wrecker. For unknown reasons, and a violation of policy, the wrecker driver does not remove the occupants from the vehicle. All of a sudden a second vehicle strikes the disabled vehicle at a high rate of speed from the rear. Help is just minutes away, as the 911 operator immediately dispatches skilled professional Hampton Medic/Firefighters. The victims are just minutes away via the air from one of this countries top trauma hospitals, Norfolk General. After refusing to treat the seizure patient, Medic/Firefighter Stevens is now ready to head back to station 1.

Previously, Medic/Firefighter Jop had placed his unit back in service, which is protocol. There unit is now dispatched to come help the accident victims. Medic/Firefighter Stevens is extremely upset and orally scolds Jop for placing the unit back in service before he could monitor the air waves to see how busy it was. The operator states the accident has been updated to a possible fatality, which is routine for this time of day. Medic/Firefighter Stevens states, " if it is a, it will be a fatality." "I'm not doing a damn thing, " " I have a CPR class to teach in the morning and no is keeping me up all night." Again, Medic/Firefighter Stevens drives with anger and great rage. Meanwhile, it's only been minutes since the impact, emergency equipment starts arriving quickly. Medic/Firefighter Stevens and Jop arrive. Medic/Firefighter Jop comes over to you to examine you, and screams out that he has vitals and calls for more help. Medic/Firefighter Stevens looks at the patients and uses a special code, "SN, " over his portable radio.instead of calling for more help, the code is canceling much needed equipment and the code means that the patients are black.

Others soon arrive and observe Medic/Firefighter Jop working on the 2 patients by himself. They look right at him and leave just as fast as they arrived. Medic/Fiefighter Jop continues to scream for help and now the voices and equipment have disappeared. Medic/Firefighter Jop continues to do a number of timely tasks by himself without needed assistance. Minutes turn into tens of minutes, and soon an 40 minutes has passed and the 2 critically injured patients still remain on the scene. One of the patients manages to open 1 eye briefly and Medic/Firefighter Jop and him manage to have eye contact briefly, as his EKG machine goes into asystole, (flat line). Medic/Firefighter Jop takes a deep sigh and now concentrates his efforts on the second patient who is still very much alive. Medic/Firefighter Jop goes through the same experience the with second patient as he did with the first one, no other medics will assist him, a total violation of policy and protocol.

After a considerable delay, Medic/Firefighter Stevens comes to assist Jop. Stevens only goes through the motions and in reality actually slows down care that will cause certain death to the patient. The ambulance is now heading to the hospital, a type 3 trauma center. Medic/Firefighter Stevens congratulates Jop on helping him, "kill 2 useless." Stevens goes on to describe how he with held care from the 2 patients and did it on purpose.

Medic/Firefighter Jop reports what happened that night to his Fire Chief. What Police Chief Pat Minetti and Fire Chief Gregg Cade did next was almost more upsetting than the actual event itself. Both gave Medic/Firefighter Stevens an accommodation for his actions that night. They also promoted him to the rank of Lieutenant.

When Jop reported to city officials about the mistreatment of black citizens in Hampton, he stated, "nobody seemed to care or believe me." Other firefighters and medics who wittnessed the scene, he said, refused to speak up and confirm what really happened. He stated there were times when he was ordered to rewrite incident reports to reflect what should have happened at the scene versus the truth. Sometime, he claims, he was told to leave out certain information which he had included such as racial slurs and patient neglect and abandonment.

A paper trail dated back to 1990 shows that Jop tried to do what he thought was appropriate, considering his line of work, service to the public. Documents with fire chief Cades shows written warning for some allegations and department memos dictating proper procedure for others.

In letters to firefighters Mitchell and Stevens dated June 1993, Cade reminded them that members should refrain from using racial slurs such as those Jop reported Mitchell and Stevens made at the fire station and to the public on occasion. "You have admitted to engaging in not only making racial slurs and inappropriate ethnic comments, " Cade wrote Mitchell and Stevens, but you both have engaged in telling jokes with clear racial implications.

In addition, Stevens was reprimanded by Cade for his actions during an emergency call where a black citizen complained of a broken femur. Stevens ordered the man to walk on the broken femur using racial slurs, (calling the patient raspus, and a sorry niegger).in the letter cade states that Stevens admitted during the interview that he purposely failed to follow written protocol, and that he allowed the black male to walk to the ambulance where the patient crashed to the ground and went into shock and almost died. Cade threatened further disciplinary action for any more future acts of inappropriate patient care.

After investigating certain allegations and ignoring others Cade wrote Jop a memo stating "you are not to go to any outside agency with your complaints... If you violate this direct order you will be subject to termination." However in the interim, Jop had already contacted Mona Adkins Easley, director of the Federal EEOC. Cade replied denying the threat of termination and refused to turn over documents requested by the agency.in a letter to Jop from the EEOC, Easley states, "the agency does not have the time or manpower to investigate your complaint, hereby we are authorizng you a letter to sue."

In September 1994 Director Roxie Raines Kornegay, on behalf of the Council of Human Rights, rendered a decision based on accusations received aleging the Hampton Fire Department engaged in unlawful discriminatory practices in violation of the Virginia Human rights act. She stated that the complainant alleges the city tolerated a hostile working enviorment based on race; and the department provided service based on race.

According ton the document Council sought supporting information from the complainant and a position from the city. An on-site investigation was conducted and several phone calls transpired between the Council and the city. Council attempted to conciliate the complaint, however, mutually agreeable terms could not be reached, stated the director. Council recommended diversity training and that the work enviorment be monitored for one year.

As a resident of Hampton VA, and a former member of the volunteer rescur squad I am completely shocked by the allegations proposed on this site!

I rode with respectable people who treated without regard to race, color, creed or sex.

I will definitely research the referenced site further. I am aware of the assualt on the unconcious female, and would like to say one bad apple does NOT represent an organization as a whole. I would also like to chat privately with the person who made this posting...
