On Sunday 10-29 an advertisement appeared in the paper advertising a total of 45% off made to measure shutters. I called and requested to make an appointment for window measurement and was informaed that a non-refundable "deposit" was required before the service would be provided. I explained that I was getting estimates but was told that I had to pay 125.00 for the company to measure my windows. I was then asked for a credit card number. I attempted to speak to a store manager and held on the telephone for 15 minutes before the sales clerk returned and told me "the manager is out to lunch".
I filed a complaint with the better business bureau about JC Pennys deceptive advertisement. On Nov 6 a sales manager by the name of Lydia Silva called my home and offered to send a different company to my house to measure my windows for blinds, she said I would not have to provide the $125.00 deposit, BUT would not receive the advertised 45% off of any blinds they sell me. I told her that I was not satisfied with that offer and considered their tactics to be false advertisement and "bait and switch".
Almost two weeks after our conversation, I received notification from the BBB that JC Pennys had responded to my complaint. The response stated, that my complaint could not be resolved because I would "not speak to her and hung up the phone." As you can see JC Pennys is well practiced in the art of deception. Their "sales manager" completely misrepresented the tone and substance of our conversation and submitted a false report to our local BBB about the situation.
Caution to all who shop at JC Pennys, they may just be trying to deceive you out of your hard earned money. They definately do not stand behind their advertised prices, and blatantly lie about conversations that they have with you.
