Ripoff, scam qualified for a grant of up to $12,000 from the government because my husband paid his taxes and bills on time

I received a call for my husband, when I asked if I could help them. It was a man with a very thick accent. He said that because my husband paid his taxes and bills on time he qualified for a grant of up to $12,000 from the government. Now my husband doesn't pay US taxes because he is a Mexican naitional and resides in Mexico.

So I asked why they were calling him. Then his story changed and said it was for our family. The scary thing is that he had my address. I asked where he was calling from and he just kept repeating he was from the government of commerce and gave me the 800 phone number.

He said I would receive offical documents the next day in the mail and then an officer would visit me and give me a check. He asked for my bank account information. I told him no, then he said I would not get my documents if I did not give him my information. Since it was evening I informed him, that I knew it had to be a scam and because in order for me to receive the documents they must have been mailed already, and since they weren't, that meant he was a lier and hung up the phone. I'm glad I didn't give him any information.
