Ripoff unwilling to refund apartment security deposit

This company has not been compliant in returning our apartment deposit as specified under California Law of 21 days. David n. Schultz inc. Managed the apartment complex located at 930 N. Monterey. We moved out of the apartment on January 31. A month before moving I wrote my notice informing the apartment manager and the management company that we would be vacating the premises at the end of January. I included in this letter my forwarding address. I also completed a form given to me by the manager, which was a David N. Schultz form, required to be completed.

This form included our forwarding address as well. We call to follow up on the status of our deposit refund on 02/22. We spoke with CAROL WALKER, who was in a rush and did not have time to address my issue. She rushed through our conversation. She promised to call me back after accounting got back in but failed to do so. When we called to follow up again she was rude and hung up the phone. We were told that the check had been mailed to the address in Alhambra on 02/17. The location we had just moved out of. We spoke with MARVIN MEADOWS, VP, since Carol was unwilling to help. He asked us to wait for the check to be return to them. He promised to call on Tues, March 1, to follow-up. Marvin failed to call. When we tried reaching him he was either unavailable, not at his desk, out of the office or in a meeting. We left several messages and he never responded to 1. We've continued to call but are only allowed to speak with the receptionist or secretary and neither can resolved the issue.

While living in the apartment building, we continuously had problems with the hot water. The hot water would go out consistently. This continued to happen day after day between the months of November- December. Hot water was not available on several mornings. Many times it was out for 3,4, 5 hours or the entire day. I called and wrote a formal letter to DAVID N. Schultz inc. And they failed to respond to this matter. I called and left several messages. I continued to fax the letter as well and I never once got a call back. The apartment manager had exhausted his resources. The water problem needed to be fixed by a professional plumber, not the apartment manager who was there only for rent issues. Since I knew in the beginning of December that I would be moving out, I decided not to pursue this matter further.
