Billing New customers for old customers issues

I moved into my new residence on the above date, I call the above company for service, technician was dispatched, upon his inspection he found the meter was missing, I was informed that I could not receive service until an investigation was completed concerning the missing property... The technician onsite then spoke to someone at his office, informing them he had reviewed our new lease, and I was actually moving my belongings in at that time... The service was then turned on. 14 days later this company had the nerve to send me a bill for the missing equipment, stating it would remain on my bill unless I provide them with a notarized lease faxed to them... I had no problem sending a copy of my lease... Via U.S. Mail to resolve the issue, but why should incurr any expense at all... What happenned to the so called investigation... Why am I being penalized for something I had nothing to do with, and being forced to jump through hoops to prove my non involvement, when the means to ascertain the account of the previous owner is within this company's records!!! Furthermore they quoted me one deposit amount, once it was paid they say I owe them more for the deposit, and of course added to the recent bill.
