Suncellular's unfair billing charges

I used sun cellular's roaming service while in Thailand and used its GPRS feature last month. I am a physician by profession so i need to be always reachable by phone even if I'm outside the country. Less than 30 mins after using this feature my phone services was suddenly cut without prior warning. I am a legitimate sun cellular subscriber for many years and a few days before I left the country I have made advanced payments totalling to about 5 thousand pesos to ensure that my phone services would not be discontinued while outside the country.
However, despite these advance payments my phone service was cut and later on I was informed that I have incurred a bill amounting to over PHP 21,000. This is despite the fact that I am on a PHP 3,000 credit limit.
I was informed by sun that their counterpart in Thailand had delays in forwarding their billing report to the Philippines such that the amount exceeded far beyond my credit limit.
My contention is that Sun Cellular Philippines is very much aware of this delay in billing reports from its counterparts outside the country and yet made no warning to me about this unfair possibility of overcharging. I have activated the roaming services on my phone way before this trip outside the country was made and that Sun cellular was aware of this activated feature in my subscription.
