Not recieving store credit

I had placed an order online 11/11. I bought 4 items but returned 1 because I didn't like the way it fit. When I returned the item I was going exchange for something else but didn't see anything I liked, so I was given a store credit of about $15, i asked the cashier if i needed to keep the receipt, the cashier told me no because they have my information in their computer system since i had purchased a rewards card. On 5/28 I went in the store to buy some clothes and planned on using my store credit, when it came down to purchase the items I had told the cashier (Carrie) I would like to use my store credit she asked for my receipt and I told her I didn't have it and if she can look me up in their system, she informed me that they are not allowed to look up anyone anymore because of a policy change and without my receipt I cannot receive my store credit. So I called corporate to see if they would be able to find me in their system. I was transferred to a Maggie Salazar which I was told she's the one to handle this situation. I left her a message and an email to the main address since I don't know her personal one. I did not receive any call back (even though the web site said they will get back to me within 24 hrs) so I called again yesterday (5/29) and got a hold of Maggie. I asked her how I can go about receiving my store credit and she told me that because of the policy change I cannot receive it without a receipt. I told her that when I made the exchange that the cashier told me that I didn't need it so I was under that impression. She told me that that was correct before the change but the reason for the change was because of "lack of managing customer information". There has been lots of situations where cashiers were using another person's personal information and "money" (store credit) if they had the same name. Her words: "let's say your name is Jane smith, when the cashiers type in that name all Jane smiths will appear and they (cashiers) would click on the wrong person" I told her that that wasn't my fault that they couldn't manage their system and that there should be a way to find me in the system. She told me that she can but that it will take a lot if work! I couldn't believe this. I am a paying customer and they have my money! She didn't seem like she cared at all! Then she goes on to tell me that people have lost more than $15, like this is no big deal, to me it's not about the amount but principle. She told me people have lost $100, $150 because of this "lack of management" (my words) and she told me about a situation about a customer who had proof (receipt) of her $150 store credit but someone else with the same name used it, so I told her even if I had my receipt, if someone with my name used it, my receipt wouldn't matter anyway?! She couldn't give me a straight answer, so I asked if there is anything I can do and she told me that I can check my bank statements and see if I can fin the date when the store credit was issued and she can try to find me without going through to much hassle. So I did and found the date and had called her and left messages but have not received any call back, thus I am here! I have done my research online about their policy and store credit never expires, it doesn't say anything about needing my receipt to receive my store credit. I bought this rewards card for this reason, so they can look up my information, all I'm asking is for my $15 store credit or they can give it back, I deserve one or the other otherwise this is absolutely considered stealing.
