The sewer bill is 430 PERCENT OF THE water bill, and elec billsurcharge is double the acual electrical use. Several attempts to correct this situation have failed; the utility department says that is the way it is and there is nothing you can due about it. Lettersto the city counsel have not resulted in any change so far;
