Direct Signature Package Signed For by Wrong Person

I sent a package from Norfolk, Va., to Washington, DC, requesting and paying for a direct signature. However, the FedEx representative accepted someone else's signature, someone who does not live in the home. The person I sent the package to lives alone and stayed home from work all day long to be sure he received the package.

It seems that FedEx is giving me the runaround because they will not let me file a claim. FedEx tracking # (Personal Information Removed)
