Playing commercials in spanish on English language channels

Why does Dish Network play commercials in Spanish on English channels? This shouldn't be happening as if you want to watch channels in Spanish pay for the Latino programming. The subscriber pays for English channels (after all English IS the official language of the United States) and they should not be subjected to Spanish speaking commercials
