A huge scam... Beware and stay away..!!
Those people pretend to sell web developing services and tools including something I was interested in called "Product Designer Software" which allows visitors to edit the product, add a picture or a text on it, change it's color... Etc. The software exists, but not with this company... They're SCAMMERS.
The scam is run by 3 guys (Harry or Heerendra Pratap, Frankie, Prashant Kumar) Or at least that's why they're calling themselves on my scam. They're all Indians and running their scam from India. Sometimes you get fake names like James (I got this once) or whatever name they can use to make it sound familiar (A scam way to make you feel more secure instead of giving you a name that you're not familiar with and then you get worried)
They use other websites to market their or run it under different domains.

Long story short, they agreed on developing a website design for me, asked me to pay $3,000 but I told them that I will buy everything myself including shopping cart, host, domain, payment gateway, SSL... Etc and so we dropped the price to $500 and canceled the product designer part. So all they have to do is just a theme for the shopping cart I purchased, integrate the payment gateway I purchased, and install the cart on the host. They asked me to transfer, I said I'd rather pay with PayPal, they agreed, and I paid. They kept apologizing and asking me to wait for hundreds of excuses until refund period by PayPal was expired, and when I told them that this what I've been hearing for ages and I didn't get anything from them yet, they stopped replying at all. I warned them that I will let people know their scam, but again, no reply. I also asked them what is the problem? Why the delay? Are you welling to refund? But it was just stupid of me to ask these questions to scammers.
They have a portfolio that is fake or made by their friends or based on fake clients they created or work with them. I'm telling you my personal experience and this is what happened to me.
BE VERY CAREFUL. Pay more elsewhere with a trusted website, and not this scam. At least you'll get what you paid for!
