E-bay ripoff never received item

On June 4th I won an auction on e-Bay. Sent payment from my bank account, to Seller, using PayPal.
The day after, e-Bay suspended sellers account, pending investigation.

I have received the $230 Phone I purchased. E-Bay has no answer for me. Paypal has no resolve. Square Trade was no help. I have a complaint with the IFCC, but since that is a goverment enity, that could take YEARS.
I am Suprised with e-Bay and the way they handle fraud now-a-days. It's as if they don't really care. I am just one of millions what do I matter if I never use e-Bay again.
