Ripoff Paid for items won on ebay totaling over $400.00 and never received anything

This company uses Ebay as a tool to sell items and never send them to the buyer. I have filed several complaints and to date nothing has happened. I was told by another Ebay buyer that this company has many complaints yet ebay continues to allow them to conduct business. Help
