Do not offer decent buyer protection. Why bother using it?

I needed help with a website project I had. I saw this company online - based in India who told me they had the competence to help. I was wary to use my bank directly as I thought Paypal would offer me a higher level of protection if the people turned out not to be who they said they were.

I decided to go ahead with them and they asked me for a $400 deposit. I actually had a tight deadline to finish this and it would have been cumbersome to go and find another person. I agreed and sent them the money through Paypal.

They got back to me quickly but to my disgust and paralysis - it was not even like I could do anything now my deadline had passed, they sent me a solution of someone else from some place.

I called them about this and they claimed what they did was acceptable business practice. They did not respond to any further phonecalls from me. I wonder if this is the place to name them??? Though I am guessing you all have better sense than to work with someone in a far flung place.

Anyway, my beef with paypal is that I messaged them imploring them to help - e.G. Reverse the transactions. They churned out a mechanical set of responses, saying that I had not bought a product so they will not help, then stopped responding too. I also tried to issue a chargeback via my bank but my bank declined it on the basis Paypal were upholding the legitimacy of the transaction I had with that 'vendor' - if they can call themselves that.

This experience makes me think anyone can now use Paypal to carry out their professional services and just scam people through this idiotic technicality Paypal seems to enforce. I feel ripped off as I up until this point I fell for the hype friends were telling me about it being a 'safe' place to conduct business.
