Charles Winters is a complete fraud.
When I told him I was going to file a complaint against the
him, he said "good luck I would expect nothing less from a
prostitute".
This guy is certifiable. If anyone has come across him, please
log a complaint with the D.A.'s office.
The more letters/stories we have the sooner this guy will not
be able to steal money and victimize people.
