Sent the wrong bag and when i tried to return it they stated they suggest i keep the bag

I oredered a bag from this company almost 3 weeks and I recieved the bag last monday. It was the wrong bag, and I immediately contacted them letting them know the mistake. Linda Li, the name on the email said pls dont worry, your new bag will be shipped to you soon. After almost 2 weeks of disputing with them, having them ask for the id number of the bag I have the id number of the bag I wasnt, tracking info, addresses, pictures of the bag I recieved, etc., I set an email saying that I would return the bag for a full refund and they will pay for return shipping. The response to me was:
If you want to return the bag back, All the shipping fee will be your side, and we will not take the risk on the shipping way, so we suggest you to keep the bag and you can order the id4202 again, we will give you a nicer discount coupon as our compesation. Thank you

This is unnacceptable. They are refusing to give me a full refund for the bag and telling me that basically my only option is to either send it back and lose money for the bag and extra shipping, but to order the bag again. I refused that, because I am not paying for two bags.in their policy it clearly states that you have 14 days for a full refund or an exchange. I have been going back and forth with them for too long. I am out 80 dollars. All I want is for my money back and for legal action to be taken against them.
