Pay Pal refuses to protect it's buyers

I reported and escalated two claims to PayPal.

First was the case of a purchase through ebay from a company called GearXS.com.
I ordered a router, it came and was defective. I called the company multiple times and finally got a shipping label and filed for a refund. They took three weeks to actually get me the shipping label, then 6 weeks after that I got the exact same router back in the mail. I submitted bad feedback on ebay and they sent me an email and said they were going to send me another shipping label and that it was an error, Now 2 months later I still haven't seen the shipping label. GearXS.com could care less, because it's now been too long and PayPal refuses to protect me after doing what they recommend "resolving the problem directly with the seller/buyer." My escalated claim for a full refund from PayPal: Flat out denied electronically, it wasn't even looked at by a real person.

Second I stumbled upon a site called lock-unlock.com for unlocking a phone.
They are basically an off-shore setup to steal money in order to tell you information you can find off a "how-to unlock a phone" article or anywhere else. I saw PayPal for the payment and figured I was backed by the ability to get my money back. Turns out PayPal won't refund me for this purchase either, I escalated a claim and it was flat out denied as well. (also electronically, no person even had to look at it) I also sent an email to the website's contact, of course it has been a month, no response, I'm sure my money was already spent on some budget hooker in another country.

After both of these cases and reviewing PayPal policy and their "guarentees" on how they "protect the buyer". I went ahead and sent an email asking flat out "When do you actually protect me? Any time I actually need your help, you are not there for me." It has been a month since I sent that email to PayPal, and I haven't gotten anything from them either.

PayPal protecting the buyer?: False.

You can forget about PayPal protecting you, because in the end all it's really about for them is that 3% commission they make of people buying and selling through them.
