Charged a CANCELLATION FEE and put me on a 12 month Contract when I signed up for a NO CONTRACT service., Nationwide

I signed up for DSL with AT&T in June. They quoted me at $35 for service which included a $10 discount for combining it with my cell bill. This was a NO CONTRACT service. We had just moved into a new house and I made a mistake on the address so I called the next day to have it changed. They said they had to cancel the account and open another one. The service was suppossed to be turned on a week later. When service didn't get connected, I called AT&T again and they said that the 2nd account number they had given me was duplicated by the system and they had to cancel it and give me a 3rd account number. I would have to wait another week for service. I was irate at this point and really relied on the internet for work so I ended up getting the service turned on the next day. A week later my service shut off. It took hours on the phone over the course of a week to get someone to come out and fix it. After that I had no problems, until today. I am unexpectedly moving out of my house and called to cancel my service. The guy informed me that there would be a $99 cancellation fee. I said what for? He said I was on a 12 month contracted rate. I said I never signed up for a contract. He said they sent a confirmation letter. I NEVER got it. He said when I registered my account online it informed me I was signing a contract and I checked a box that said "I Agree". Never happened. At this point I have not recieved my final bill, but when I do I plan to fight it, aggressively.
