Would not reverse a fraudulent transaction

I was an inexperienced auctioner at the time, and quite frankly, I don't think I will participate enough to be experienced at it.

Here's my situation.

I bid on a new Dell Inspiron 8100 notebook computer with great stats. 1gig of RAM! A P4 processor, 40gb hard drive and a 64mb video card, overall, a great machine.

I was the leading bidder at the time and was solicited by the seller who stated that he would sell to me directly in order to expedite the transaction (there were 5 days left in the auction and he stated that he was leaving town on assignment).

We agreed that I would pay $900USD for the machine and I would an extra $50 for shipping and insurance costs.

I requested that the item be shipped via FedEx, to arrive in no less than 2 weeks.

After the execution of the transaction, the seller said that he shipped via USPS, which would take 4-6 weeks. He also could not provide a tracking number.

I decided to wait in the given time frame, because what's done is done... If he wanted to save some $ on shipping by doing that, then what else could I do.

After about 8 weeks and not receiving the package, I contacted Mastercard to reverse this transaction as it was fraudulent.

They stated that since this transaction was executed through PayPal, I would have to deal with them to reverse it. I subsequently contacted Paypal.

They said that the trasaction is more than 30 days old, so their policy is not to reverse after that time (I still dont understand how they could hide behind such a policy). What a Rip!!!

I've been filing fraud complaints and I managed to get the seller suspended, but so what?!?!?!? He'll just sign on under a different user and and continue this behavior.

Heck, I can't even leave a negative feedback, so that others don't fall victim. This must stop! NOW!

Our economy must have an element of trust and responsibility for us to prosper, and I is events like these that cost society and the economy a lot!

Ebay and Paypal, I say that your organization (s) have created a breeding ground for fraudulent behavior and I believe that you must act responsibly to restore confidence, to punish fraudulent acts and to fully comensate parties that were harmed.
