Site isn't working at all! Says one time charge of $29.95 fro lifetime membership INTERNET NATIONWIDE

I ordered this web site in and haven't been able to use it as stated. It's supposed to be a lifetime web site for a lifetime and it isn't. Please get back with me and let me know if you have any knowledge in reference to this site..
