Items missing from order. Won't answer emails. Phone number is a fax machine

I ordered a book and toy set from this online seller. I paid a little over $30.00. She sent the toy but not the book. I tried the phone number from the website. A recording answered saying "we're not available call later" I've called several times now to get the same message. I wrote two emails to her, no answer. I started a dispute on PayPal (payment method used for this purchase) her rebuttal and declination of a partial refund for product not received went something like this..."refund declined response sent already" WHAT DOES THAT MEAN? It's not a lot of money but it was kind of disappointing for my niece and nephew (recipients of shipment) A little communication from seller goes a long way to solving these kinds of disputes
