I purchased a vintage Chatty Cathy doll with an original box for $305.00 from dollztoyznthings, through eBay. It was advertised with a video showing the doll talking and the description implied that the doll had never been opened or repaired. When it arrived, it was not only mute, but one of the side seams had been opened. Through PayPal, she agreed if I would return the doll, she would refund. I did, she didn't. Somehow she was able to pick up the doll without it being scanned, for the tracking number. I have, however, received a copy of her signature on the USPS insurance receipt. PayPal has a hard and fast rule that they must be able to see online that the item has been received. They have a copy of the insurance signature, but can only tell her they are aware that she has the doll.
I am trying to restore Chatty Cathies for resale, so I look for them every day. I clicked on one, with a box, last month and there was the box that I had returned. The seller is no longer using the dollz ID, but had isa_dolly_world listed as her store. That is where I found the box. I had taken pictures of the items before I returned them. There are very distinctive marks on that box. The doll was a different one. I think she has resold the other doll as well, but have had no response from the person I believe bought it. I bid and won the doll with the box that I had returned. When it arrived I took the package down to the county annex, explained the situation, and showed the clerk of municipal court the pictures that I took of the box. I then opened the package in front of the clerk so that they can't say I switched boxes. The clerk is welling to submit a noterized statement that the box I returned is the box that I got back. Also, I payed for USPS insurance, which was not purchased by the seller.
This seller has defrauded international buyers, as well. I have been given permission to supply this information as might be requested. I also looked up the number that was given to eBay as a contact number and found it was registered the an individual that lives 150 miles of where the seller claims to live. When I notified eBay, they stated that they cannot persure any legal actions against the seller, but will cooperate with any actions that might be taken against her.

I wrote to the seller and told her I know exactly who she is and that she is being investigated. Her response was a threathening email.
