Charged my bank account and my credit card each month for about two years and refuse to refund me for thet ime used. Southgate unclear, they seem to be in many areas

As stated above, peoplepc web service charged me twice a month, from my master card and my bank account. They refuse to refund me for the time used, approximately two years. I or we could not find an exactly location. They seem all over the country or out of country.
