Refund promised but never received

I have purchased ink from www.roloenterprises.com many times and been very pleased with them until recently. I purchased ink from them and shortly after, my printer quit working (no fault of roloenterprises.) I contacted them and asked if I could ship the ink back and receive a refund since their website clearly states that:
"Rolo Enterprises offers a 90 day no hassle satisfaction guarantee. If you are not completely satisfied for any reason simply return any unused product and we will refund the purchase price."

I emailed them on July 29th asking them about their refund policy. I did not receive a reply until I emailed them a second time on August 2. I did receive a reply back from David Wilcox on August 6 giving me instructions on what to do to return the ink cartridges. I mailed all of the ink cartridges back on August 7. After not hearing from them, I emailed them on Sept. 8 to find out the status of the refund. On Sept. 12, I received a reply back from Robert Dunn apologizing for the delay. He then told me that "a check is in the mail." It is Sept. 27 and I have yet to receive the refund check. I have sent 2 more emails inquiring about the missing refund check to roloenterprises.com and have received no response.

I am asking that the full refund of $42.65 be credited to my paypal account since it has been almost 2 months since I have returned the ink cartridges and no check has been mailed.
