Falsely advertised merchandise, accepted payment, told item not available, money was not refunded. Customer support replied Let the buyer beware!

Ioffer.com advertised an MP3 watch with FM radio and voice recording for $55.00. The merchant who sold the watch through ioffer.com was located in mainland China.

I agreed to pay the shipping and handling costs, $40. For a total of $95. Oo. Payment was made via PayPal. I was informed within less than 24 hours that the watch did not exist.

Despite this merchant, s site claimed that were only 998 watches left. I was told that I could have the same watch without FM and receive a refund of $10. The second option given was a full refund.

The refund could only be made if I supplied my account number.
When I supplied my account number, I was given a reply of "Please wait 'till the end of the month."

I wrote asking to either not take payment until the merchandise was shipped or just refund the full amount. At the end of the month the watch was never shipped nor did the merchant contact me.

When I wrote customer support, I was told, "Caveat Emptor, let the buyer beware."

When I closed out my account with ioffer, I received an e-mail stating they were very sorry I had a bad exprerience and asked me to reconsider"

When I got my monthly bank statement, my payment was shown and no refund. I.E. I was rippep off.
