Burned Six Feet Under DVDs Bought for $77, Refund Denied

I bought the last, fifth season of Six Feet Under on eBay from a woman in the United Kingdom for $77.00. When I received the discs, they were homemade, burned DVDs, which is illegal, and they were of such poor quality that they were worthless.

I paid through PayPal, and I had buyer protection as well as what I thought was the protection of the law. When I disputed this, I followed the instructions of PayPal and sent the items back to her for an additional $9.00, through USPS air, which of course can be tracked. To have a tracking number assigned to the package would have cost an additional $65.00, which I could not afford. The manager at the Pakmail company said that with the transaction number and reference number it would not be a problem to follow it. When I emailed all the information to PayPal, they said the information was invalid, closed my case and put a hold on my account.

I am now out the DVDs, $77.00 and $9.00. I was under the impression that burning DVDs for resale was against the law, but apparently PayPal does not care. I am unable to reopen this case via email, and whenever I call I get the runaround from customer service. Please advise.

I have the seller's name and address in the United Kingdom, and I would like her to refund my money and, if possible, even be arrested. I also want PayPal to pay both s and h for receipt and return of the package.
