Once these people fall under his control he takes their money then, in many cases, doesn't send their items. To keep them from getting on his case he makes up constant excuses about falling down the stairs and being hospitalized, having ruptured spleens and liver, having reletives in the hospital, having imported shipments seized by customs and whatever else he can contrive. The "sympathy" con goes a long way.
