Does not refund upon product returns

I purchased a Pocket Vaporizer from Inavap on January 12th. I received it on January 15th and found that the device was poorly designed and a hazard to operate (butane powered, the flame wouldn't shut off, it started smoking, etc.). I prepared an email report to Inavap regarding my findings and they responded on 1/17 with a return address. I shipped everything out on the 20th w/delivery confirmation. I received an email on 2/8 stating that the product return had been received and that a refund would be posted to my account within 10 days. After receiving my CC statement and no refund showed, I started trying to contact them beginning 3/19 to this past week. No responses whatsoever. I called their phone number and was told that was an ordering service with no affiliation nor ability to leave messages. I was instead referred to the website and their live chat facility. I went to that (it was offline) and left a message. I have continued to check for 'online' status of their chat facility since 3/11 to no avail. Finally I called my CC company and filed a fraud report which is now in the process. The person handling the claim suggested I use usacomplaints.com to file as well.
