Removed money from my bank account and did not deliver goods ordered 405 Park Ave. New York

Elite Billing removed $130.00 from my account and did not deliver the goods I had ordered.
Access Capital Billing reoved $129.00 from my account and did not deliver the goods I had ordered.
I incurred penalty charges of $109.00 and my account was shut down.
I have called both 24 hr. Phone numbers and have gotten no reply.
