Ordered a cellular phone and has not been received

I ordered my mother in law a cell phone an it has not been received yet and I did not see the scam reports til after I ordered it. I received a confirmation email but I didn't hve a tracking number or anything to go off. The phone number that was on the site went to a cell phones voice mail and I checked the site 2 days later and it says it's down and under construction and I've been checking back as nothing has changed.
