Fails to honor return policy and lies repeatedly about refund check being "in the mail"

I purchased online a 9.5 inch portable, digital TV from LCD Digital in mid-January. I was unable to get reception on it using a variety of antennas and positions, so one work after buying it, I called to ask how to return it. Using the return authorization number they gave me, I placed all parts in the original packing, virtually unused, and sent back by UPS to the Newport Beach address they gave me. They refused to credit my credit card, saying they'd send a check.

After waiting a week, I called on Jan. 21, and was told I'd get it within five business days. I called again on Feb. 17th and spokde to "Christy", who said I'd get the check in "about a week."

I called again on March 6th and spoke to "Ashley" who apologized for the delay, saying the company had relocated to San Diego, and they had gotten behind on paperwork. She said she'd call me the following Monday to say when I could expect a check. She didn't call. I called every day last week and could only get an answering machine, but the voice mailbox was full, so it was impossible to leave a message. Since they moved, I no longer know the company's address. They owe me a refund of $410.38. Are they even still in business? How can I get my money back?
