Rebate-Zone.com/xtatix received my rebate and submission has been processing forever Online

At the end of June I bought this item from eCost with a $10 mail-in rebate:
Xtatix FM Transmitter For MP3
part # XTTX HGR100

I did mail the rebate (mid July), and they received it.
I checked the rebate website several times, and it showed me that the submission is being processed.

After a while, I just realized that I haven't received any rebate check from them and it had been more than 8 weeks as they promised. I called the number they provided (866) 295-0998 in November and got an answer: "There is a delay, please be patience. We'll mail the check to you in few weeks." I think the girl said they were a little bit behind in processing or something like that.

I tried to call that number again 2 or 3 weeks ago because I haven't received the check ever since, but the number has been disconnected.
The claim status "Received, submission is being processed" had never been changed since the first time I saw it (www.rebate-zone.com/xtatix).

I guess they tricked customer by giving them false hope that the rebate is being processed. I checked again before writing this complaint, it's still there! But I can't get my money back... The processing is forever in eternity!

I just don't like the idea that a company attracts customers to buy their product and promises a rebate then fails to return customers' money. Even though probably the item itself is not that expensive, but the final cost after rebate that is in customers' mind before they buy the product (otherwise they might consider something else). Also imagine all the hassles customers have to go through in mailing the rebate correctly. Then at the end they don't know which company to be blamed. The store, manufacture or rebate company?
