Cingular changed the policy on rollover minutes without informing consumers. They take back your rollover minutes now whenever you change plans, allowing you to keep only the number of minutes allowed monthly in the new plan - 900 minutes for a 900 minute plan, etc. They justify lack of informed consent by claiming that we all signed a contract that allows them to change the plan policy at any time. If you don't like a new policy that obviously disadvantages you, you must still pay the early termination fee to leave Cingular.in other words, they have stolen our rollover minutes on a nation-wide basis.
