Rip-off! Scam! I paid $49.00 for a book which they promised a $5000 line of credit

I paid cod at the post office for a book when the card they sent in the mail promised a credit card with credit up to $5000. I recently had a car wreck and could not afford the 50 dollars but the card offered cash advances from the card etc. Is there anyway to get your money back from these scams.
