Stole My Money. NOT a credit card

I received a letter in the mail for a credit card with an approved credit limit of $15,000.00. I thought it was a good offer and I was interested. The letter had said that there was a one time membership fee of $37.00 so I paid the fee.

A couple of weeks later I received a credit card along with a merchandise magazine. I had thougt that this was going to be a normal credit card, not something you used for merchandise out of their catalog. At that time, I had called up the company and spoke with a customer representative. I had told him that I was not interested in purchasing merchandise but that I had thought that the credit card was like a visa or mastercard. He told me to send back the catalog along with the credit card and that I would receive my refund.

I have yet to receive my refund and when I try to call the business they will not talk to you. There is a message that comes on telling you that they are to busy to receive any calls from non cardholders. Then they expect for you to enter your account number over the automated system if you want to talk to a customer representative.

It has been almost three months since I have asked for my refund. I really don't think that I will receive my money back. How can a business go so long defrauding people without being shut down?
