Double scam scammed

So little over a year ago i found this great looking mini chopper on E-bay, but with only a day left on the sale. Now i don't have a credit card and prefer to use cash. So i contacted this person who claimed he was a dealer of these bikes, and instucted me on how to get and send international money orders.
So i did so.

The next day i did some research and found the actuall manufacturer online. I contacted them and they verified yes this guy is one of our dealers.

Two months go by and still no bike. So i'm getting worried. I tryied contacting this dealer, no answer no return e mail. Another month goes by still no answer.

In month four after sending off my international money orders totaling $2100 i finally get a hold of the dealer, who informs me that his partner ripped him off and assured me he'd do me right. And then dissapeared again, no phone answer no return email, no bike, no money!

I contacted the local police no help, FBI no help, lawyers no help. They all say "just suck it up, there is nothing you can do." it was a tough cookie to swallow but ok.

Now kikker 5150 says no he's not a dealer any more, that he ordered bikes and didn't pay them. Great. So i start saving money to order the bike again from the manufacturer this time. And i did, this time i actually got the bike in thre days of paying (with pre paid credit cards). And it was cheaper than my first attempt (not cause kikker had simpathy).$2100 still gone.

Now for number two of this dilema. Street legal. Many of the places selling these bikes advertise them as street legal, hence the great appeal.
Before (not) buying bike #1, I called my local DMV who assured me of what a street legal bike here in alaska is. 1 it must be over 50cc motor (check). 2 must have turn signals (check). 3 must have seat (check). 4 must have a headlight (check). 5 must have taillight (check). Allright this is easy.

Finally get my bike. Try to go get it registered. They say must have an MCO. Ok i call kikker 5150 and they actaully sent me one. Looked like something i could make at home on may laptop pretty easally. The DMV questioned it but decided they would accept it. Now they want to inspect my bike. Apon inspection it turns out you must have a sticker on the front that says it meets federal safety standerds. It does NOT have this sticker that i'm hearing about for the first time in this endever.

Kikker 5150 is no help the first dealer wont answer the phone calls from alaska area codes, and hangs up on me when i try calling cards.

So now i have a $1500 bike that i've paid over $4000 for. AND i cant register it. But i do drive and i have to hide from the police who are threatening to impound it.
