Ripoff Illegal debt collecion on debt that was never owed to begin with and is 11 years old presumably in a state with a 7 year SOL

Cliff notes vesion of the story, my grandfather, late 90s, I have his power of attorney, gets a letter claiming he owes $615.48 to Shell, yes he HAD the credit card years ago, and it was eliminated along with all the others as he got older. Basically he only carries around two cards now, neither of which are Shell. I call these people, and basically say to them A) why have we never gotten info on this before now? They tell me they've sent "numerous letters". B) When was this presumably incurred? The lady says in 1996, with a "payment" being made in June 1999. C) Well you're gonna have to send me proof of everything including statements, letters presumably sent and any alleged credit receipts that you have with my grandfather's signature or you're SOL, because I know my rights and his. She says to me it will take 90 days or more to validate/verify. I plan to put the entire conversation I had with her in writing and send it RRR, certified, however, I want to know exactly how much I can tell them that I know about them, including but not limited to the FTC actions against them which I am aware of, and the fact that monkeys will fly out my anus before they collect a thin red dime from my grandfather for a debt that is not legit, because the man has a credit score that is astronomical even at the happy old age of 96, and takes great pride in it. I know for a fact that this is not on his credit report. So basically I want to "in your face" these folks and tell them I'm hip and to go andd try and collect from people who are not as hip, however, not being a lawyer I am not sure exactly how much detail I should include in a cease and desist letter/verify the debt letter, without actually screwing myself and acknowledging something that will restart the SOL, again even though I know that this is not a debt that was in fact ever actually incurred by my grandfather because the Shell card was destroyed well over 12 years ago, by me, when I started to consolidate all of my grandparents credit into no more than three major credit cards each which I could easily keep track of. If someone could help me with what details I should include in a letter, and what "in your face" details I CAN include, i.E., I know the FTC came after you successsfully, I would be grateful.
