ECR Collection Agency FCNB keeps selling a bogus outstanding balance to various collection agencies RIPOFF

I had a Spiegel account and in May was contacted by a rep from FCNB, the bank that owns these credit cards and offered me to pay my account off in full over the phone, as they were closing their accounts. To incent me, he waived the $8 pay by phone fee.

In September I received a bill which indicated that I owed around $70 for late fees stemmning from this $8 phone fee. There was no one to speak to as they closed these accounts and no longer had anyone to speak with. The only other measure I had was to submit a letter to a P.O. Box in Old Bethpage, NY (POB 9204) — so I did so on 9/9/03. I didn't hear anything back so I thought the issue was resolved.

Every 4 to 6 months now I'm contacted by a new collection agency that has this as an outstanding debt. It appears on my credit report, to which I send a letter indicating false charge, etc and it goes away again, and this has been repeating every 4 to 6 months. The other collection agencies seem to be willing to work with me and remove the issue.

Last month, I was contacted by ECR collection agency and they refuse to send me anything in the mail or give me an address to which I can formally reply. They call me 4 to 5 times per day, every day and when I talk to someone they yell at me, refuse to hear the details of the matter and refuse to send anything in writing. I cannot get a hold of anyone at FCNB who is the one who hires these collection agencies, what should I do?
