Access ripoff billed me $14.95 pr month for 9 months on my Quest phone bill. Have no idea who or what they are

I found a $14.95 charge on my Quest phone bill from Privasafe. I have not a clue who or what they are or do. I called ESBI, the billing agent in my Quest bill. They gave me the number for Privasafe. I called them and told them my story and said I wanted this hoax cancelled and my money back. They gave me credit on my next phone bill, but added another $14.95. Apparently whatever this is - it's for 9 months.
