Ripoff internet fraud, will not contact buyers even through e-bay, paid but won't send items or return e-mails, no answer to office numbe

I purchased an item from this company on November 12, and still have not received it nor had any reply's to my concerns. Seller does not respond at all and after close examination this is a pattern because over the last year this seller has negative remarks around 6000 times yes I said 6000. If seller does this to 6000 people in one year with the average buyer losing around 45.00 this will be over 250,000.

I know this is internet fraud. I lost 45.00 but I hope that I can contact the right people to investigate this to it's fulliest.
