Rich Delaney is the property manager for several owners of manufactured home parks. He has overbilled customers for several years. When confronted and questioned about it he retaliated against employees that were involved.
He had new contracts for tenants printed and did not disclose the true changes to the rules. Those he hires are required to accept and carry out his wishes.
The park is ran by selective enforcement and Mr. Delaney in all the years I have been there has never been there for more than an hour a month.
He has sold homes that were not up to standards placed in the rules by him.
Tries to hire those with limited education to avoid having to answer questions.
His main interest is selling mobile homes in all the parks he manages, instead of taking anytime to better the park.
I would not buy a home from him, nor would I ever again live in a park in his care.
