Flooring contractor contracting general construction work under a licensee that has no knowledge of the work, not paying the sub-contractors

This is a flooring contractor contracting general construction work under another license where the licensee has no knowledge of the work being performed and not paying the sub-contractors therefore putting homeowners at risk of subcontractors putting liens against the properties, and this flooring contractor has filed a workers compensation exemption stating that he has no employees but I have personal knowledge that he has at least five employees.
