Herman Bullock of HB Heating in Irmo, SC came out to fix a heating unit. I paid him by check on his first visit. He said he could not complete the job until he got a part. I haven't seen him since. I called him several times and he promised to re-imburse me my money by sending it in the mail or bringing it by my house. Neither ever happened. He has change phone numbers serveral times and was using a P.O. Box address. I sent a letter to the P.O. Box but it was returned by the post office. The present phone number I have for him (803-269-6447) always gives a busy signal. He's not listed in the local phone directory.
After doing business with him, I discovered from others that this is his business practice to rip people off. He changes phone numbers regularly and never gives a street address of his home or business.
To get funds from people, he comes out, look at units and suggest that it needs parts. He usually comes late in the evening so he can say the part stores are closed. Then he request to get the money for the parts stating that it's his company policy. Then you never hear from him again. This is exactly what happened to me. I noticed that he cashed my check the very next day. This happened to me last December. I've tried contacting him via phone, and mail.
