Ripoff "financing fell through must have higher interest rate" scam

Hello,
My name is Mike, I am a 100% disabled veteran.in February I purchased a new vehicle from Larry Miller Ford in Caldwell.

I now think that the Jeff Kelly (credit department) is trying to run the "financing fell through" scam on me. The particulars are as follows. On February 9 I spoke with Bob Faulhaber (salesman) and explained that I had tarnished credit and wanted to purchase a new car.
I gave him the terms I was able to afford. He called me the next morning and told me that I was approved to purchase a 2004 Ford Escape with $1000 down and at an interest rate of 12.99%. I drove to Caldwell that day and signed a "Simple Interest Motor Vehicle Contract and Security Agreement" with terms of 12.99% clearly stated on the contract, and drove the new 2004 Escape home to Elko.

I have since sold my old vehicle. At the dealership I was verbally assured that I was approved (as stated at 12.99%). I drove back to Elko the following morning with my new car.

Now, nearly a month later the finace man, Jeff Kelley has called me back saying that they were unable to get my vehicle approved at that rate of 12.99% and it was going to have to be an additional forty dollars a month.

I am now a little irrate about the matter, and after reseaching on the internet I came
across an address:

This explains a scam often pulled on people in my situation (poor credit history). I have read my contract over, my father (two BS degrees - one in Business Management with several Business Law classes under his belt) has read it over, and no where does it say it is "valid upon financing, " or "subject to financing."

I am curious if there have been other complaints made to you about this dealer running this type of scam. I would rather give the car back with the 2000 miles I have put on it and get my down payment back than to be forced into a scam. I feel taken advantage of and lied to, and just really bad right now.

If they would of told me from the begining that the interest rate was going to be higher, I probably would not care and probably would have purchased the vehicle. However, it is obvious to me that Larry H. Miller is trying to scam me and take advantage of the fact that I have poor credit and that I am a disabled veteran.
