Stolen items from locked luggage

Our child flew with Air France from Copenhagen, Denmark to JFK Airport Terminal in Ny, US, on Friday, August 13. Her baggage was secured having a TSA baggage lock when examined in to the treatment of Oxygen France at Copenhagen airport. It had been still secured when acquired at JFK. On Thursday, August 20, she unearthed that many products were lacking in the luggage. I, her mom, received that notice late Friday evening. 24 hours later, on Friday, August 21, I submitted a to Air France on the internet, including a summary of missing products and declaring financial payment in a price of USD 102. The next evening I received the response: Because I didn't publish my claim within seven days, Air France doesn't accept my state.
